B Our newsracks moved out front August 18th to next to curb. Eleven feet
from
nearest bench. Only Achilles heel they left anywhere that is not
blanketed by
eight benches installed and spaced to exclude racks by using ten foot
each way separation as excuse, 98 court order technicalities. One
simple garbage can placed within ten feet here can exclude them using
court order pretense.

C Foot traffic enters from sidewalk to the left....note newsrack off in
distance....moved past end of building...completely away from any foot
traffic entering and leaving the building and anyone ever noticing it.
Racks had been just out the door right against the wall ever since rest
area opened. Moving started in last few months apparently coinciding
with installation of eight benches and four garbage cans and several
"ash trays" cans, at exact spacing to keep any newsracks from
being in
foot traffic areas under 98 court order restriction options.

E South Side just east of Council Bluffs. Additional publication
rack to
be added in front of both entrances, total of eight as we get time to
install them, coming back from Mo. Racks are ten feet of more from
entrance. Backs to be resigned.....

after rest area opened. Note racks were moved past even the end of
the
building where no foot traffic occurs other then people walking their
dog.
